how do i generate a effect that is something like light shining thru the
surface of the ocean and the light will reflect from the sea base.

I'm going to guess you are talking about caustics; seen in swimming pools,
where the light has a network of concentrated illumination on the walls and
floor. Christoph Horman has a water tutorial showing such a thing.

If what you want is rays of light through the water you can have a look 
at the example scenes from the POV distrib called abyss.pov made by 
master Tran.

Make hole as an hollow object (i.e. box, or plane), give it some normal, 
ior, and dispersion media. Then render all with photons and light source 
above "sea". I have some sample images on ,my hdd but I must find them.
