Are there any free tools to paint a mesh with? I'd like to view a mesh
on my monitor, in 3D, and paint it with the mouse. I want the 3D
version of your typical paint program.

I havn't tried it and it seems to only support a limited format of triangle
meshes, but maybe this is something like what you're looking for:

There is another program called Painter offer by Corel but I don't have
a link handy. In all cases none are specifically designed to work with
POV-Ray.

The only free tool I know is uvmapper which I use with my regular paint
software.
There also a low-cost ($29) unwrapper here but the demo is save-disabled :

It seems that people have done work with the available demo though.
Of course all unwrappers and 3D painters require a mesh in a commercial
format such as obj or 3ds. To paint a mesh created by povray you'll need to
convert it to another format (using crossroads and loading your mesh an an
union of regular triangles).
