I have the Statistic_File INI option set to this:

Statistic_File=D:\working\povray\images\povray_statistics.txt

Works fine in 3.6, but in the beta I get an "Cannot open file" error. 
Has this option's behavior been changed since 3.6?

Here's the behavior I see on a customized linux-beta37a ...

I have Output_File_Name=/povfiles/ so when I say either +GSstats.txt or
Statistic_File=stats.txt I get a file written to /povfiles/stats.txt

When I change +GS or Statistic_File to /tmp/stats.txt I get the error,
but when I removed the Output_File_Name option the file is written to
/tmp/stats.txt ... Re-added Output_File_Name AND did mkdir /povfiles/tmp
and all was OK fine.

From your post it appears that you're using the Output_File_Name option
... just a guess, but is that so?

Yep, that's what I'm seeing too. In addition, if I set:

Statistic_File=true

Then a file called "stats.out" gets created instead, in the same 
directory as Output_File_Name.
