How exactly is this number figured?

I've got a 640x480 render (307,200 pixels) that's been running for 
125.75 hours and is currently displaying 113 pixels per hour, but is 
only 3% done.  At 113 pixels per hour, after 125.75 hours, it would be 
4.6% complete; at 3%, the average rate is only 73 pixels per hour. 
So...what is the source of this discrepancy?

And (AFAIK) it's not a moving average. I think it's just the speed of 
the last line rendered.
