I guess it's well known that use of radiosity to light an animation can give
a spotty and changing appearance to some of the shadows.

Is there a way to take a render-time hit on the chin and just crank up one
of the settings to make this go away?  I'm currently experimenting with
"count".

Increasing count will help; so, to a lesser extent, will increasing 
nearest_count. If you still can't get satisfactory results, increasing 
error_bound will reduce the appearance of artifacts, but at the cost of 
detail.
