Is there any way to put a layer of texture over a grouping of objects
(e.g. in a union)? Basically I want to put like a dust layer over a number
of differently textured objects.

I believe you'll need to resort to some texturing aerobics to get that done;
placing the dusty texture into each object (singular or group), which has
its own unique texture already applied, as a end layer (second or last
texture). Then the trick will be to scale that texture properly so all match
the whole thing as a unit. Basically requiring as many overlying textures as
there are parts of the entire object.

I am trying to remember if MegaPOV has a way to layer textures after others
are used in CSG but I haven't been actively using MegaPOV for a while now.
Which brings the question, is there any unofficial POV capable of this? I
don't know.
