If I define a color_map, how can I have POV pull random color vectors from
it?  I'm tinkering with functions but I'm hitting dead ends or just don't
have the syntax.

Something like :

#local Gen=function{pigment{gradient x colour_map{...}}};
#local Seed=seed(...);
#local Val=Gen(rand(Seed),0,0);

?
