You can read more than you ever wanted to know (;-) about new versions
and Pov-Team status from povray.announce.frequently-asked-questions. It
would not be a bad thing to place the Status report to www.povray.org.

See status report mentioned earlier:
The initial public beta versions of POV-Ray 3.6 will be made available
for the individual supported platforms in the next few weeks. At first
the beta version releases will not be simultaneous for all three
supported platforms - this will happen towards the end of the beta
cycle, when all supported platforms are ready for a final release.

3.5. Mac OS X will terminate POV-Ray 3.5. To use POV-Ray 3.5 on Mac OS X
you need this beta version of POV-Ray 3.6!"
I'm guessing that is was an emergency bug fix, to help out those folks
on OS X 10.2. Hopefully ours will come out soon, but given the
circumstances, I completely understand wanting to get the mac version
out the door first.

No, not at all. There had been plenty of Mac 3.5.1 public betas. That note
applies to all versions, and Mac OS X 10.2 has been out for a very long
time. So you guess is incorrect.
