I'm asking qualitatively how the development is coming along. What 
fixes/features are in it, and there factors involved that will cause 
development to take a long time?

What about an unofficial webpage with rumors like:
- The POV-Team has stopped development of POV-Ray and is working on a
commercial raytracing package now.
- nVidia has just announced that their upcoming nForce4 chipset will support
POV-Ray files as input.
