Ah, that's a "no-no" question. They'll notify when things are
on their way. They've had a rough time last year for the
betas of 3.5, and AFAIK want to do bug-fixing, but don't
plan on doing another MAJOR update to POV-Ray 3.x,
but instead want to go for POV-Ray 4.0, and that
requires time and patience.

AFAIK The last Official announcement on this matter is:

I suspect there will be another update in a year or two after 3.51 is 
released and the team has had some time to recuperate.

P.S. While searching for that link I found that the link on the FAQ page 
http://www.povray.org/documentation/view/faq/ for "Current Version" that 
points to http://www.povray.org/cgi-bin/redirect?vfaq is broken.

Very unlikely. See previous discussion...the POV Team is considering a 
more open license, but the GPL has its own problems.
