I do hope POV decides whether or not it will be able to successfully
append to the png file before starting calculations on all these
photons...it would suck to sit here for an hour or two only to find
out that it can't continue trace...

Why not use BMP or TGA instead, and convert to PNG later?

1) You can save photon data to a file, no need to calculate them two times
in a continued trace.  

2) POV-Ray does not 'decide' whether it is able to continue a partial
image file, it simply does so if you specify the corresponding option and
the image file is not broken.

3) If you are unsure if your partial image is broken you can do a test
render without photons.
