I have need of a good polygon 3D editor that has the following minimum
requirements.

1. Ability to save a planer polygon, not on a triangle basis.
2. Ability to tag the polygons with individual names.
3. Have a file format that is documented with the above capabilities or
user DLL support that has access to the data so an exporter can be
written.

The idea being to create a terrain mesh from bitmap data like a
height_field and allow placing specific shapes at specific points within
a visual 3D environment.

Other desirable features would be"
4 Support for OLD.
5 Support for other attributes on polygons.
6 Support for detail faces.
7 Support for grouping of polygons so that dead shapes can be made.
8 Support user written DLL's , this helps a lot when testing shapes
before converting for use.
