Is there a way to create ansiotropic (elliptical) highlights in POV?
Such as are seen on brushed metal or clear-coat type finishes?

Not directly. The best thing I can think of is to create a normal pattern
which mimics the direction of the tiny grooves, and then use a high AA
setting.

Here we go again...
There is no need to use high AA, that is an inefficient way to
accomplish it. An average texture with that normal randomly translated a
small distance is much better, it confines the supersampling to where it
is needed. The textures should be identical, except for the translation
on the normal. Look for the blurred reflection postings on these groups,
there is some example code and macros.
