I've looked at the vfaq and not found the answer to this question.  How do I
keep Windows POV-Ray from automatically reloading files used in a previous
session?

Close the files you don't want reloaded before exiting the program.

Thanks Ken.  Isn't there a switch with the editor that turns this 'feature'
off?

Not a switch, but... (and maybe not what you want)
you can start povray like this: pvengine /NR
That means 'No Restore' and doesn't open any files that were opened before.
See Help section 1.9.1

IIRC Options -> Other setttings -> Save settings on Exit
