No. This is possible with a NURBS or mesh based modeller, but POV is
primitive-based. I know Rhino can do this, but the price tag is really
heavy.
There have been some experiments with filleting / chamfering CSG but
none of them have achieved a general solution yet, not to mention that
most of them are slow. Probably the best way is to do it by hand,
which shouldn't be very hard if you know what you're doing and are
using somewhat common primitives (plane, box, sphere, cone, maybe
torus)
