There are no plans for either.

I dare say that whoever wanted to port 3.5 to the Amiga wouldn't be
discouraged from doing so.

  It shouldn't be too difficult either. POV-Ray has been ported to much
odder places...

DKB-Trace, the original base for POV-Ray, came from the Amiga
platform, and wasn't ported to the IBM PC platform until release 2.0.
