Well, for an include file name I like "fast" better than "cheap". ;)
Get the Fast Grass Include File here:

"The Fast Grass Include File lets you create textures that look like grass.
Using some special tricks the grass appears to have depth even though the
textures are flat. The advantages are that it's really fast compared to
creating grass using actual objects, and that it looks really nice at a
distance. The disadvantages are that it doesn't look right in a close-up
view and that it doesn't work for animations where the camera is moving."

It looks great, at least the Picture i see.
But the macro won't work for me.
I don't know why.
I'm using POV 3.5 Beta1.
I always get the error message in "stings.inc"
fwrite( <<< Expected Operator but '(' found instead.
What am i doing wrong?

From what Rune said, "his" grass is flat. Even if it wasn't
(e.g. with Gilles Tran's macro), you'd have to write complicated
collision tests.
Short answer: no.

You could try putting a warp in the texture, moving along with an object.
