There's no unicode support! All I get are question marks!
(keep in mind I have the same bone to pick with several other
apps, but...I want unicode support!)

(Of course, this might be a bug with moray, in which case
THAT needs to be fixed. Ideally both.)

I take character map and copy a unicode character to clipboard.
Paste in POV. Get '?'. So is a POV problem.

Have you noticed "We suggest you use a text editor with the capability to
export text to UTF8 to generate input files." ? Are you sure you have used
such editor ?

I don't know how your apps and OS cut and paste things, but does the term
'portability' ring a bell?

POV-Ray is raytarcer not editor. Editor is just a GUI. GUI writes script to
file before parsing. Parser takes script from file not from editor. Have you
verified that there are unicode codes inside script during parsing ?

So what you're saying is Windows XP's way of doing things
is completely incompatible with the rest of the world, even
though it uses the same word for what it's doing, as usual.
