I'm responding from work.  I've had Adventures in Moving (fortunately
nothing worse than delays).  With luck, my stuff will arrive some time
next week, after which I'll be releasing the updates that have been
lagging.

No. Even if the attacker can only open a file for writing but not
actually write something to it, he can still create it or delete its
contents.
