If I have two textures (say, one stucco and one brick), and then make a
bozo texture which alternates between the two, is there any way to apply
turbulence to the bozo texture without the same turbulence being applied
to the brick and stucco?

Yes, but it requires a patch. Look at the reset_children warp:
