That just means the site has used it's allotted bandwidth for the day.
You'll have to wait until the provider resets the access, which I believe is
around 2-3am PST.  (Yes, I've stayed up waiting before.)

I'm just curious, but why doesn't it say
"exceeded allotted bandwidth for today! try again after N hours"
instead of telling some useless 32bit hex numbers...

however, bandwidth limitation does not seem to apply to .gif files.
