Would it be possible to get history milestones written after "2.3.2.3 A
Historic 'Version History'" ? Something like:
Year 1992 - POV-Ray 1.0
Year 1993 - POV-Ray 2.1
Year 1994 - POV-Ray 2.2
Year 1996 - POV-Ray 3.0
Year 1998 - POV-Ray 3.1
Year 2002 - POV-Ray 3.5

That never occurred to me, but you're right. I can see where some
individuals would look at the release timeline and extrapolate the
release date for POV-Ray 4.0 ;)

It has always been team policy to not commit to any release date, so it
wouldn't change anything.
