This known bug will be fixed in the next release of POV-Ray for Windows.

Affects: Render image
Description: Render image. Press SHIFT and use mouse to select render
region. The region will be appended to render settings command line. Render
image a second time. Now remove appended render region values from command
line and render once more (third time). POVWin will still use appended
render region until image is rendered a fourth time. The region settings are
being retained by POVWin.
Workaround: No practical workaround that I know of. I just re-render until
the region settings are no longer used. Re-starting POVWin does the trick,
also, but depending upon the scene this may take longer than simply
re-rendering.

There is a simple workaround. Start then immediately stop a render. You don't
need to wait for the parser to finish ; just to ALT-G ALT-G in quick
succession. That ought to clear it.
