I'm not sure if such a tool exists, but i don't think it could seriously
improve Povray's speed.  The best ways to speed up things are:

- Shutting down all other applications taking CPU time and memory
- increasing render priority
- optimising render options and code
- get better hardware :-)

Apart from that i don't think you can increase speed with the same version
of Povray.  You could of course try to compile your own version optimized
for your hardware.  Furthermore it is well known, that the Linux version
of Povray is slightly faster than the windows version.

Hmmm, you might be thinking of megapov - this can speed up the rendering of
high-quality media if that's what you're interested in.

Could you possibly be thinking of the old "Faster-than-POV" program? It
was a patched version of POV version 2.1 that used light buffers, and
thereby ran noticeably faster than POV 2.1.

POV version 3.1 has light buffers built in.

There used to be something called POV-Pro (Proton) as well and I haven't had
any luck locating it again.  It's based on the DOS POV 3.0 and had a ASCII for
render display.  Was quite fast, up to 50% it was said, I saw almost that much
a speed increase for certain renders.
