Does anyone know of a utility to conver from VRML 2.0 to POV or any
other format that could then be convert into POV format?

Try out Crossroads:

Didn't use for myself so far, but I know it will work with the
formats you've requested.
I'm interested in your experiences with the program if you
might test it. Especially if POV primitives (box, sphere,
cylinder, etc.) are exported as 'indexed facesets' or as
solid shapes.

Paul Thiessen's vrml2pov does a very good job (imho) of converting
VRML 2 IndexedFaceSets to POVRay smooth_triangles. I haven't
played around with creaseAngle to see if it adjusts the normals
accordingly, but it seems to do nicely with ordinary objects that
come out of VRML modelers like Spazz3D, VRCreator, and Nendo.
