I think http://linz.info.at/students/harald.deischinger/pvmpov.html
is what you're looking for.

I can't get into that server, is there anywhere else that I can get it
from?

You could try this:
ftp://ftp.povray.org/pub/povray/unofficial/patches-3.0/
actually, you can find most anything related to POV, on ftp.povray.org

A TCP/IP based server/client pair is in the works. We plan to work on it at the
same time we are writing a pop client / server client pair. Clients will be
Unix, MAC, 95. The server will be 95/NT and Unix. Should only take a couple days
to write once we start. We will probably start in a month.

I have used it myself for most of my animations, though it can be used
for stills as well. (I did the Skyvase benchmark test on 32 p200/p133:s
using cmaster, and it took about 7 sec:s per frame...)
Check it out!
