Try this -

create a scene in POV - save it as a normal .TGA file
crop the image to it's smallest possible size, (i.e.: removing all
background color)
run tga2gif

I don't know about you, but my gif's are upside down! 
Anyone got any ideas?

It has to do with the way that the targa file itself is written. The
creator of the tga2gif program would have to update his source to handle
the way that tga's are read. If you know the creator of the program, let
me know and I will give him the source to fix the problem.
