Match Handle Len: Works for "Align Handle" and for ("Move Handle" with menu
option "Handle Lock")

some new handle tools, and more multi-spline edit

Thinking about compiling it, now that I see what it needs.
What about VC98? runs fine here. but for other windows OSs? Is mingW prefered
output of other windoz?

I know mingw is prefered to the lastest MS VC stuff;
Right here on my machine.
pvengine from povray.org opens with undrawn toolbars and menu item issues.
All that was fixed after compiling 3.6 with mingw.
