I think may be a close variation to the military, 'step forward' or
'volunteer'.
But anyway it derives from the idea of a batter in baseball 'stepping
up' to 'homeplate' to take his/her turn 'at bat' and have the chance to
advance his/her team at the risk of 'stiking out' ignomiously.
