I've used a couple of these models..
The front wheels are individual objects so it's no
problem with rotating them.

By painstakingly separating the individual tire meshes from the rest so they
can be manipulated individually (I've been using AutoCAD for this)

In the models I've been using, the tires/hubs/etc are seperate, but not from
each other, so I needed to use other methods to break them apart.

I guess, aside from using a mesh modeller, you could also use CSG
intersection to isolate the individual tires from the group as well...

The reflection off the roof of the Bel Air is quite pleasing. Nice.
The parapet has no depth. I would expect to see substantial stonework 
including reinforcement at corners etc... in keeping with your Parisian 
(Pont Alexandre III) backdrop e.g.
