What I did in the attached image was initially I did not scale the mesh 
and calculated the mm_per_unit from that. Then I scaled the mesh by 0.2 
and the material by 5.
So I think that the mm_per_unit is set to the natural scale of the mesh 
and kept like that as Christoph kept saying. Then scale the material to
