Yes, people steal the parts if they use normal screws.

For a while there was some guy in Philadelphia dressing up as a plumber 
so he could go into public buildings and steal the fittings off the 
sinks and toilets to sell for scrap. I thought that was pretty clever in 
a gross sort of way, myself.
