OK, so I took my water and turned on media photons. All I got was a big
blue haze. So I turned the media down a touch. But - as you can see -
now only the middle shows up lit.

What the heck is going wrong here?

Make your plane have a filter component, as well as a transparency. The blue
light is all being reflected, while the red-green photons slip right
through. This is like looking through gold leaf -- everything appears blue,
because all the red-green light has been reflected. You might also decrease
the color and reflectivity of the water's surface.
