Looks quite like a water cleaning pond of some sort.... you see them at 
septic plants. The pipe going in might feed water to the pond, so as not 
to splash any of the nastiness around. A drain would take the water 
elsewhere... I guess.

Yes, I prefer modelling (CSG's) that texturing... I love to put most details
I can, even if they aren't really visible..
