The water texture looks really good now, I am just not sure about the
scale of the waves.  The clouds in front of the sun should be darker.

I'm going to reduce the vertical scale and add a second smaller.
If the waves aren't so big, I should be able to get away without
having to add foam on the waves

idea of a few scattered near the horizon.

For the foam, how about using warps in the areas of the rocks? I've never used
warps before, so I'm not really sure if it would work.

I've got an idea on how to do the foam, here's the pseudo-code:

difference

    {waves with slightly exagerated verticle scale      // red line on pic -
foam
        pigment{foam}
        }
    {Waves - as in the scene}                                       // black
line - water
}

The exagerated wave should only show over the top of the wave.

Hope this helps - if you want to do the foam.

Another approach might be to use a gradient y for two different textures -
one for the normal water, one for the foam. Give them different normals and
blend them a little bit. That does not help for your problem if you just
want to add foam around the rocks. But you could "raise" the water around
the rocks a bit (with some formulas which multiplies those areas with
something like 1.2 f.e) - it might work.

I don't knwo how you're doing the water but it looks like concrete
with all those hard straight edges.  Apart from that it looks great.

Very nice pic.  Good lighting and composition.

Minor improvements I would suggest, maybe make the clouds more
transparent, and more color change in the sky.  How are the clouds
done?  If they're no media, try media.
