Actually I would like some low-res (cheap) people I can include in my image.

A cardboard standup type person would be good enough, really

I am also looking for casino objects, slot machines, blackjack tables, etc.  They are
to be props in my image, I don't really want to model them all myself, especially if
someone else already has.

Try www.renderosity.com  freestuff section -props and meshes.
