This is how I voted in the IRTC:

Average score: 10.5.
I went through once as if the maximum were 15-15-15. Then I only let a
few select entries have scores above 15, with a  20-20-20, a 20-16-16, a
16-20-16, and a 16-16-20, and two 16-16-16's.

The important thing is having coherent scoring.  Since the results 
are sorted regardless of the absolute value, absolute scores doesn't
matter.
