Seawater seems to get most of its color from reflection and sky
radiosity.. so I'd say your ocean is about the right color. The
difference between your shaded and unshaded water really stands out,
though, so you might want to lower the diffuse and maybe bump the
reflection a notch.

Good work so far, there is some discrepancy between the dark sky and the "sunny"
water, ntl, both sky and water for their own look ok. 

I would suggest some individual texturing for the parts of the pier (you
probably already planned that) and moving the camera position to the right, so
we can have a closer look at your modelling work ;-)

I have to disagree with Xplo, I don't think the color of the water is right, to
me it looks more like mud than sea water, even with the overcast sky, there
should still be a little more color, maybe a tinge of green / blue.  The
modelling on the pier is great, it would look good with one of those turn of the
century boat sheds or bandstands on the end, or even a neo modern cafe.
Maybe even some light poles, seats and a life preserver or two.
The clouds look good, I wish I could do clouds like that.
Looking forward to seeing the finished product.
