You just have to adjust the texture.
You could use the metal textures that come with POV-Ray.
Add in the beginning:
#include "metals.inc"
and use as a texture for example:
texture{T_Chrome_4A}
For the modelling:
The balls look a bit too small for my taste. There's too
much space between them and the inner and outer ring.
Just IMHO.

It's a pretty nice failure though. Textures and ball-bearings need a change
like Marc said. And of course the use of some AA wouldn't hurt. Seems the
outer wheel needs to be thicker and smaller in radius, but definitely needs
those spheres to not be cut into like that. Hardware "failure" as is :-)

More of a clean shiny texture...
A smoother spline... (if that's what you used for the outer shape,
smooth is nice)
Smaller bearings...
Better placement of the ball bearings... ( they do not touch the inner
ring )
Overall it is a good attempt and a well made proto type...
Don't give up...
You only fail if you stop trying... =)
