okay, I'm guessing that the clouds I see are your mist.
first, make it a ground fog. Then give it some turbulence.
The ground fog should have a low altitude, so it looks like a mist, not a
fog.

not exactly; I was aiming at a scene... with islands and a bit of mist or
"ground fog" as Andre termed it!
