This is one BIG image and a lot to take in, I keep going back to it to
have another look.

One question: the dangley down bits that make it look like a squid
(Squid of Dispair ;) ), or a jelly fish, are they a functional part of
the station or just for decoration?

Maybe you could argue that they are a futureistic metalick array that
drops down when under attack so as to disrupt the radar systems of enemy
ships.

The black and yellow dropdowns are actually inverted buildings, like offices
for the different corporations that lease space on the station.  The
original intent here is to replace each of these with individually styled
buildings, each with their own characteristics.
<p>The comb-like things are the sensor/communications array.
<p>The dome part is contains all the engines/powerplants and other necessary
equipment, and houses the inhabitants.
<br>The conic section with all the bays is the 'spaceport' section. 
there are many military, freight and passenger bays, and some that are
permanently leased to corporations.
<p>This is not a military base, it is a colony.  This is why is has
somehow been rendered defenseless so completely.
