I noticed the "patterns" section (6.7.11) is under the "textures" section.
Since the same patterns are now used for media as well, shouldn't
"textures" and "interior" be grouped under a "materials" section, with the
"media" section under the "interior" section?

Like so:

6.6 Materials
 |
 -- 6.6.1 Textures
 |
 -- 6.6.2 Interior
 | |
 | -- 6.6.2.1 Media
 |
 -- 6.6.3 Patterns

P.S. Media is a curious issue here since it belongs under
"interior," and yet it can exist as an atmospheric effect without being
part of any object's material.

That is probably why it is in the doc structure where it is and do
"interior" and "atmospheric effects" only tell that media can be used
and point to the media section.
