Don't think so. I asked the same question during pre-beta testing but got 
no anwser.

Where do photons fit in in this list?

It says the default setting is 9, shouldn't that be something like:

"... the default setting is 9, unless media, photons or radiosity is used 
in the scene. Then the default is autmaticaly adjusted."

It is the other way around.  Photons and radiosity require the correct
quality setting (9) and will be disabled automatically if the quality
setting is less!  Media works just like in 3.1.

  But which is the new minimum quality where radiosity (and photons) do
work? They work with quality 9, so it must be that or something lower.
This part of the documentation needs updating.

It is 9, as I said.  If it isn't 9 you get a warning message (hopefully)
that tells you they have been disabled automatically because of the too low
quality setting.
