General behavoir: no error message nor scene sample required. Just try this:

 1)  render a scene that is bigger than your screen, or render a little one
and resize down the render window  to obtain the scroll bars.
 2) then scroll down to a zone not visible, and render partially
within this zone.
 3) surprisingly, the part rendered is not the same you selected...
 4) repeat it and look close to the coordinates reported when you are
dragging: it is selecting the coordinates as if the window were not
scrolled!

It was the same in v. 3.1. Not that that helps you, of course...
