Blender got a full video and audio sequence editor builtin, based on FFmpeg. It
was used for Blender own movies, for instance.

Blender 2.5 is still a work in progress, so I suggest the sequencer from the
latest stable 2.49 release.

I don't doubt there are some on Linux, just annoyed you can't find
either anything useful under Windows, or ports of something from the
other side of the computer world. :p

Hmm. If Blender uses FFmpeg, then it must be someone else I was thinking
of. There was one used in the past, to zip png into video, which another
application barfed on, when installed. It had a similar name, but not
sure what it was.

I have, in times past, had some success with Bink and Smacker, but I had to use
a separate tool to set the frame rate as Bink only seems to support 24fps.
Currently, my best friend for animation is Mencoder, which is a cross-platform
command-line utility for encoding video, either from a sequence of images or
from one format to another.
Of course, I find the command line in linux to be a great deal more user
friendly than the one in windows, but I like almost everything better than
windows.

VirtualDub will make movies out of a series of images.
http://www.virtualdub.org/.
Windows movie maker (at least version 2.1 for windows XP) will export to
avi if you choose the DV-AVI export format. Movie maker 2.1 can be
installed on Vista and Windows 7.
If that does not work I would recommend you get something like Pinnacle
studio or Adobe premiere elements. Although not free it may save you
time and frustration. Recently I tried to used several free applications
and unfortunately none of them would work reliably and ended up wasting
several weeks of work. Both of these have demos for you to try out
before buying.

Cinepak : little quality problems at a window, it's flickering
Intel IYUV : big file but best result so far
Microsoft Video 1 : unuseable

BTW, my current project has a complete
other dimension.
I have to present a 5 minutes documentation
about my achievements during a prize ceremony.
About 3 of the 5 minutes will be self created
contend rendered by POV.
It's for an international TV broadcast
