What is a good program (freeware if possible) to combine the png's generated
with povray into a mpg, gif to create an animation?

It is not clear, do you want MNG or MPG format ? Since both exist and both are
animation dedicated it can confuse.

As for MNG: http://www.libpng.org/pub/mng/mngapcv.html
As for MPG I would suggest TMPGEnc

If you are using Linux, you could use mencoder which comes with mplayer.

It can create every important video format from images (png/jpg) or
from some other video format
