I have an output on my graphics card that allows me to output to television.
I want to use this to put some POV-Ray animations on to video. What is the
best animation player program for this? I need a program that can play
animations full screen without showing any interface on top.

windows media player 2 (not the huge all singing and dancing monstrosity),
have a look for

c:\program files\windows media player\mplayer2.exe

fullscreen is ALT+ENTER

AFAIK mplayer2.exe is actually Windows Media Player 6.x
But as you say, it's a whole lot better than the newest.

yeah, its just a little lighter on resources and faster to load yet will do
everything (useful anyway) that mplayer 7x will do

Not only that. It has much more functionality. For example the properties
and statistics dialogs really work, clicking the left mouse button
pauses/unpauses (which is really handy) and so on.
