I don't know if I correctly understand your problem but if you create a
material with diffuse=0 the material won't cast any light for your scene.

Moray, using POVray, makes a distinction between objects, which interact
with light, and lightsources, which give off the light. You can see
objects, but you can't see lights.

I assume you want visible lights. There are a number of ways to do this.

1) Create the object, and give it an ambient texture of 1, to make it
very bright. This won't actually make it give off light. However, if you
give the object a "no shadows" property, and put a lightsource inside
it, it will appear as if it is the light source. This works well for
things like light bulby, LED's, etc..

2) Create an object like above, and give it an ambient value of 1. This
time, do not include a light source within it, but turn on radiosity.
The object will act as if it is a source of light for the scene, but so
will every other ambient object. This looks great when it works well,
but it's hard to get right.

3) If you want the light source to be visible, but not necessarily an
object, try surrounding it with an emitting (or scattering) media, or
with a Glow (MegaPov required). You might also want to try a lens flare.
