What programs support/create UDO objects? Where can I get them
(for Windows)?

3DWin is the only one I know of. It's by Thomas Baier and can be

Elefont supports UDOs too. Very good for beveled fonts.

I have the most recent version (v1.4) and it only ouputs
DXF files, which can be converted to UDO/INC files.

Now that I'm home, I checked it out and, by golly, UDO/INC
is there in the type pulldown. Since the web page and the
program's file save button popup help only mentions DXF,
I tended to believe them.
