Is there anyone out there to tell me why when I use a .tga file to produce a
heightfield, I see a flat plane instead of mountains and valleys?

I always use tga files, are you sure povray and moray can find the file, and
that the tga really is a tga? -

  If it were an improper file format of if Pov were unable to find
it an error would be returned to that effect and the render would stop.

Only thing I can think of is that the waterlevel is too high, the
heightfield is scaled too small in Z, the TGA file has very little
contrast.

Does Moray show the heightfield as flat, too?

Yes! Moray shows the heightfield flat.
I will try for a different value in Z.
